I think you may need a nobd firmware.

What happens when you try and what are you trying to update with?
Firmware revision and where you got it from
Usb stick
Any usb hubs
Anything plugged into the USB ports
How the update is on the usb stick (file system)
Can you try the min firmware check...
Can you ask him to make a new dump and see what the validators report. Or any chance he still has his original dump somewhere?

Try another usb stick if you can get one. Even a usb micro sd card reader.
If not then try fully formatting your usb drive not fast format.
Try a different hdd it may be faulty and in a pc the bad sectors are marked and re-mapped to spare areas on the hdd. The ps3 uses its own...
Changing firmware or type wont change the 5v rail's amperage as its hardware.
I have known 3rd party controllers to blow the 5v line but that would leave the users dead .
@sandungas is giving you great advice. Its obviously a power issue.
Can you do the usb hub test he has suggested as this...
