Think about the size of the hole in the middle of the disc compared to the rest of the disc space, also the size of that persons thumb to the back of the box its definatly smaller. You are right through will have to wait for a release or spec sheet relase to truely know the sizes.

With having smaller game discs to when the game size starts to grow again (looking at you cod mw) then they can increase the disk size back to standard or they will probably just dump all the data onto the sata storage and load it from therem.
