Which voltage test points are you probing on mullion/cok-001? Are you probing on +1.0V_BE_VDDC and +1.2V_RSX_VDDC?

I bet is trivial but have you done the video reset on the console? (While one standby keeping pressend the power button until hearing a beep) I just was having the same problem on mine and was able to fix it replacing VDR257 and 258
