I think it would be a good idea to host a couple mirrors to avoid issues like this in the future. I have a couple of servers and a little bit of spare bandwidth and would host a mirror if possible.

I think i found the issue. The problem is not the SSL cert, its the cipher! I made a demo site that works with a LetsEncrypt 2048 bit RSA cert. I tested 60 ciphers and only 4 worked with the ps3. If you add one of the following ciphers to the webserver, ps3toolset will work again...
