I have subsequently discovered that the pressure on the CELL is actually pushing the board in such a way that it's reconnecting an RSX BGA issue. So it's nothing to do with the CELL.

Well, it looks like to me, the thermal paste is not making contact between the die and the IHS. Do a de-lid of the CPU seems to be required. Then, new thermal paste applied to the CPU die should resolve the thermal error

Simply search the eraser mod, and you find it right here on this site. Naked Snake is the user who invented the mod, and it has helped a lot of people get better CPU temps from their console

Is this your first de-lid?
If so, then I can understand your frustration. It's likely you are not applying enough force. What I do is use sealant remover on the area I am cutting into. You can buy it from screwfix or a general hardware store.

1701 followed by 1001 is unusual as the 1701 is normally followed by checkstop error, 14FF, lovelock detection, 1601 or a PLL unlock, 1301.
However, in your case, you get a 1001. This normally indicates an issue with the NEC tokins.
Does the console boot at all, or does it simply switch off...

NEC tokin thread. You will be required to remove a tokin and replace it with some tantalum capacitors. All the information you need is in the thread.
