iirc there was an issue before with HEN Toolbox removing the shortcut to Enable HEN, but HEN was otherwise still installed/usable.
Try using the 'online enabler' from https://www.ps3xploit.me/hen/installer/index.html

Cannot install HEN 3.2.0 with old WebMAN installed.
Putting blank boot_plugins.txt on USB resolved frozen 'Welcome to PS3HEN 3.2.0' for me.
Holding R2 during install did give me a 'success' message, but no HEN...
Need to put a big red notice that WebMAN Mod needs to be uninstalled first to install this HEN gracefully. Blank boot_plugins.txt on USB saved me. Holding R2 didn't work.

Only reason to use pre-compiled 2020 is if you needed an old ps2sdk from 2019/2020. Which does have it's uses.
