How can i access my games in the event that i can't enable Hen?

On Wii U you rely on a webexploit at first but there was a way to set it up offline by modifying the index file, any similar methods for PS3?

Or maybe a way to self host the webexploit from my android?

you can enable hen offline...just press x on "Enable HEN" icon.

you can host the installer on android using kws or other webserver app.
