Absolutely! So I ripped my ps2 down to the main board and tested continuity on the two fuses controlling the HDD reading abilities. The PS9 fuse showed good continuity and was giving the 5v to read the SSD, but the PS10 fuse had no continuity which is what gives it the 12v to read HDDs. Circled...

Hey so you were right. I took apart my ps2 and found that one of the two hdd fuses was blown so I just replaced and soldered a new one on and now all my HDDs work! We are all good. Thank you so much!
