How do I fix Final Fantasy VII freezing before the first battle in Popstarter OPL?

I have a problem when trying to load cheats. I selected “Cheats” and then it says: There is no cheat file found. Scan get first to get the folder id for cheats!

I tried using ImgBurn with just UDF, patched the ISO and there was still a black screen when trying to load the game on the physical PS2 slim.

This is the problem. My PS1 memory card is unformatted, however, when I tried formatting it, it fails. This on my new and slim PS2. I’ve tried Memory Card Annihilator and it doesn’t work. This happens every time. How can I fix this issue?
