The source code was never released, sadly, and the code has protections on both PC and PS2 side.
I can't seem to find the release thread for some reason though.

Window 10 64-bit workaround: The Lib1394.dll crashes the program on startup with HRESULT: 0x8007000B. When iLink won't be used, the DLL can be renamed to something else and the program will work, without the iLink functions.

The DECI2 part of it is quite buggy at times. And the PC-side user interface is not particularly usable. I hope the source code does get released some day and anything that needs fixing is fixed, because this is a very useful program.
One alternative is the RDB Startup Card (by SP193): https://www.psx-place.com/threads/retail-debugging-startup-card.14027/
