PS3 A question about SIE Devnet.

I've been playing around with server stand-ins using a local server and hosts file to intercept traffic, but I was just wondering both:

1. How much we know about SIE Devnet
2. What all it can be used for

the more I know the easier it'd be to get started building a local "custom" devnet server.
no real reason other than I want to see if I can.
