PS3 App Development

Hi
I am interested in entering the development side of this scene and have one project in my mind. To make a personalized app for games download i.e an app that will fetch games from a cloud server and make them available for download. I have a couple of questions
1. What linux distro should I use and how can I set up a development environment
2. Could I use pkgi as a reference when bulding this app?
This is a new journey and I am ready to be patient and make a lot of mistakesd
Any advice is greatly appreicated
