Can WiFi outage kill devices like power outage?

I am only asking because my "55 TCL Roku TV is now acting like it has black screen shortly after temporary disconnection of internet services to my home

I was thinking that maybe in the same sense where storms can cause an electrical surge while playing that my TV was disconnected in the middle of processes that required it to be drawing from my WiFi connection which basically has turned a "Smart TV" that is not even 2 years old into a 55 inch brick.

i.e. I don't think of pulling plugs as being the cause because I have never had a device completely fail when pulling plugs. Only my power straps are usually ruined by surges but I've never had any occurrence like this...
