PS3 Can’t Update/Downgrade From XMB. PS3 Won’t Read Storage Media. Please Help!

Hey guys! I'm helping my friend mod his PS3. He was on 4.87 Evilnat, now currently on 4.87 Ferrox. I've been trying to help downgrade to 4.84.2 Rebug DEX so he's on the same firmware as me, but I've encountered a serious issue.
For some reason, his PS3 can't update/downgrade at all from the XMB. I enabled QA flags and everything correctly, PS3/UPDATE/PS3UPDAT.PUP naming convention, we tried multiple versions of Rebug, multiple other CFW's, even OFW's. Nothing comes up but an error message saying there's no data on the USB. It seems like there's a serious issue in updating via storage media with this device.
The USB otherwise performs fine. It shows up on the main tabs of the XMB, and we even transferred save data to his PS3 using it. His USB ports both seem to be fine too, he's been using them to charge his controller and the USB was fine in other areas of the XMB.
Does anyone know what might be going on here? Anyone know how I could fix it? Thanks!

Note: We did successfully update from Evilnat to Ferrox via safe mode. I thought maybe Ferrox would allow me to downgrade, unfortunately it didn't. We've also rebuilt the database, restored the file system, and ensured the USB was MBR. His PS3 is a CECH-2502B.

Sometimes the problem comes from the USB drive itself. The PS3 is very sensitive regarding the USBs it can "read" at low level of the boot process. The rule here is "the older, the better", so try to get an old USB drive and format it as already said by @Cruslan1: FAT32 with MBR as partition table.
 
^^this, but you'll have to enable update debug in qa settings.
I came across your guide for doing this (very well written by the way) and followed every step. After moving the update file to updater/01, and enabling debug system updates, I was still unable to update/downgrade. When selecting 'update via system storage', nothing would show up. Even weirder, sometimes we were unable to actually click the two debug update options at all. Even weirder again, randomly an update 4.82 appeared in update via storage media and I don't even have that .PUP. That update didn't work either. Any idea of how I can fix this?
 
You could also try to ftp the update file, to hdd0/updater/01 and then update from xmb
Hey there, thanks for letting me know! We successfully FTP'd the update over to updater/01, enabled debug updates, and we're still unable to update/downgrade. Nothing appeared when clicking 'update via system storage'. Any ideas of why this could be/what else I could do? Thanks!
 
if you're trying to downgrade to dex while on cex, you can't. you have to convert to dex first. have you tried normal rebug rex?

Yes we've been trying Rebug 4.86.1 Lite. I FTP'd that file over to updater/01 and unfortunately it still wasn't found by the PS3.
