PS3 CCAPI Has (Mysteriously) Stopped Working!

Hello there! I am quite new to posting discussion/support threads on PSX-Place, so I please ask that everyone would give me a warm welcome. I am not new to the realm of PS3 game modding, as I've been around the block several times (more than I can count!), and I've used CCAPI and related local networking APIs (such as ARPSpoof) before in the past without any noticeable issues.

Around a week ago, CCAPI and other, specific programs that interface with my PS3 wirelessly (besides WebMan and FTP, which are still working fine) mysteriously stopped working. In other words, they simply refuse to connect to my PS3 at all. What's strange is that it isn't specific to CCAPI, either. As mentioned before, ARPSpoof cannot resolve my PS3's IP either.

Of course, I did not make any rudimentary beginner mistakes, such as setting the wrong IP address for my PS3 in the PC version of CCAPI or switching around the console name and IP fields. What I will say is that I have tried a wide variety of proposed solutions, and none of them have worked successfully. Looking at Wireshark, I found continuous network requests originating from CCAPI on my PC: Who has [PS3 IP]? Tell [PC IP]...

So, therefore, that must mean that the IP address of my PS3 is just not being detected by certain protocols. One user advised that I re-install my PS3's firmware, which sounds like a viable solution. I can't really think of any other methods that would work besides backing up files/folders from my PS3's hard-drive and formatting it completely.

I kindly ask that anyone who has experienced these issues before or those who bear admirable knowledge in the area of PS3 home-brew or networking would provide thoughtful solutions or approaches to fixing this largely disruptive issue that is affecting my ability to mod PS3 games with ease. Stop making new identical threads please. you could have bumped the old thread once if it has been a day or two with no answer.
