I'm after too much time to turn on my ps3 and see new update coming out for cfw and ofw firmware.
My question is,, if i use pached "ps3-updatelist" file for bypass 4.91 I can still run cfw 4.85 and go online safe?

1. There wasn't a 4.85 DEX CFW afaik, unless I'm mistaken. The last DEX kernel ever leaked was 4.84. Better check again which firmware you are using.
2. I would recommend that you first update to the latest hackable version, i.e. Evilnat 4.90, before spoofing 4.91.
3. Or even better, just wait for Evilnat 4.91, CEX is already in testing (DEX / PEX / D-PEX under development).
4. DEX should allow you to login on any firmware version anyway. If it forces you to install 4.91 you're probably not on DEX.
5. There's no such thing as 100% safe when it comes to PSN on a modded system. Theoretically it might be possible to detect that you're spoofing your version if there's been a change in the login protocol (between 4.90 and 4.91 it doesn't seem that way but there's always a miniscule chance that something was missed). It also might be possible to detect that you're on DEX. The fact that we haven't seen a wave of bans in the past week means that either Sony can't detect 4.90 spoofed to 4.91 or doesn't care. It doesn't mean there won't be unlucky people.
6. The best way to stay safe on PSN is to buy a 2nd hand console and keep it on OFW just for PSN. The 2nd best way is to wait for Evilnat 4.91 (which I assume is coming within a couple of weeks), use the CEX version (or PEX in CEX mode), not spoof your firmware version and not cheat in online games.
