I created a simple launcher to select Cheat Database in Cheat Device (El_isra fork).
It contains cheats for NTSC, NTSC J, PAL and even PS1 (POPS) games.
All you need to do is configure CheatDevicePS2.ini to launch applications such as OPL, Neutrino or POPStarter.​

@1052 CheatDevice.ELF inside the USA folder starts, but doesn't have any cheats.

CheatDevice.Elfe outside of the USA folder doesn't start and only gives me black screen on 2 different PS2 machines
 
I do not have this issue from USB.
I mean I can boot this app:

Edit: Cheat Database does not display by default any cheats,
not even from (NTSC) USA region:

EDIT 2: It seems that this launcher does not support exFAT.
With FAT32 file system cheats appear:

btw, is there any reason why all the cheats can't be in a single .zip file?

like having all US/EU/JP codes in a single .zip and one single cheat device ELF.

Maybe it's memory limitation? somebody knows?
 
nope.. can't get it to run.. tried 3 different USB sticks, 2 different PS2

FAT 32 formated, MBR

Does it load from any other location?
memory card, cdrom or hdd.

For me uLE always seems to work from cdrom but on other devices it can error out with a TLB miss error depending on how it was packed & compressed, try loading the uncompressed ELF or other programs from usb to make sure it isn't just this ELF.

I run multiple uLE versions in case something won't load, you can always use one to load another version also.

Also the later slimeline models are missing the X modules, which prevents hdd loading.

If you are using a PS2 Slim SCPH-700xx model with an IDE Resurrector or similar hardware mod, or SCPH-10000 to SCPH-18000 model with an official external HDD enclosure, download the External HDD Drivers. Extract the files and place hddload.irx, dev9.irx, and atad.irx in the appropriate system folder for your region on an official Sony PS2 Memory Card.

^Thats if your booting HDD. User is not cold/soft booting HDD program. wLE/uLE or other apps that support elf loading AND support hdd first load drivers to launch the next elf. Now what happens after depends on the program AND if you have IOP reboot enabled (if using wLE to launch)...

Most/all homebrew except FMCB do not look for drivers there in the B?EXEC-SYSTEM folders.

Yes but his issuse is relating to the usb driver, modchip, bootloader or payload as well as launcher maybe using it's own usbd.irx driver that causes conflicts from the device it's being loaded from unless there's an iop reset in between to load a different irx module for usb.

I seem to remember a glitch using sticks in both slots where it only saw one drive or the inbuilt usb didn't have enough power to run both devices unless you used a external power supply for a hub or usb hdd, it was with those usb sticks have a little led indicator on them to show reading & writing to them, they tended to cause problems with fragmentation alot like action replays usb max pro stick that came bundled.

However yes...modchip can definitely interfere, however all 4 og chips I have installed (CC1.0, 1.1, 2.0sle pro, DMS4 Pro and OG MI green dot) all at least run cheat device and let you select next app to boot. Not all work after that, especially mmce version.

Yeah i'll have double check but I think there's also a module that exposes the left/right keyboard selection to the system configuration from the hosdsys, idk if it's the same usb keyboard module used by uLE, there's three module lists in the bios
iopbtconf & iopbtcon2 then two copies in eeload & osdcnf.
