Fix the game frame rate

transplanted from @mrjaredbeta's US version configuration
Technically @kozarovv did all the graphics fix, so it is mostly his work in config. I just disabled some stuff. :P

Fixes freeze on initial splash screen. The issue is not dependent on memory card at all, but actually by chance (and a very, very low chance of passing at that). This fixes the freeze 100%.

@Fabio2598 Please test, as I have only used ISO method. It should be the same as package, though, as I was getting the same issue.

Was check now, boot game few times with config and no freeze!

Half-Life Blue Shift
Half-Life Uplink

Neither have IDs because they are unofficial ports of the PC versions to PS2.
 
@jamey_1356 The game is unfixable on my end. It is a spiky polygon syndrome (SPS) issue that *curiously* only affects checkpoints/beginnings and ends. Any game that has SPS problems I am unable to fix due to lack of knowledge, unfortunately.

Disabling the fog alone gives a decent frame rate boost. Unfortunately, there is no easy way to disable individual effects, because the game does load the level settings from the external file, each time overwriting a part of the memory with it. It would be a pain to test every level in the search of the effects affecting the frame rate. There is a way to disable them all at once, but it does affect the gameplay, making it easier on some levels. I have disabled a smoke effect in the third level to improve the frame rate a little bit there, but I am not sure how many levels are utilizing it throughout the game.

The executable of the PAL Platinum version does differ a little bit, so no config for this version yet.

No. It was my fault I got somehow lost deep inside the code. The executable files are the same, apart from the usual offset difference and debug symbols removed.

I mean maybe someone know difference between ntsc version v1.00 and 1.01 for example?
