This is the same config ported over from the Japanese region I posted a week ago. The gameplay is greatly improved, but the cutscenes are untouched and suffer from slowdown maybe around half of the time. Still working on this...

Fix hang at title screen. Patch was created by PSI, Dobiestation developer.
Ported to ps3 by myself, untested on PS3.

Aldo, there are "CUSTOM", "ENC", "GX", "NET", "SOFT", for PS3 HEN, use which one?

ENC = CONFIG already encrypted for use with PS2 Classic

CUSTOM = The CONFIG files posted in this thread by kozarovv, mrjaredbeta, etc. for use with PS2ISO

NET, GX, SOFT = CONFIG files that exist internally in the 3 kind of PS2 emulators (ps2_netemu, ps2_gxemu and ps2_softemu).

Generally CUSTOM is the preferred for PS2ISO and ENC for PS2 Classics.

Use NET, GX, SOFT if there is not one found in CUSTOM.

HEN only supports PS2 Classic. Use ENC or convert the non encrypted CONFIG using PS2 Classics GUI.

@aldostools I noticed someone on the devwiki list just reported James' head flickering while using the Silent Hill 2 config. I knew I fixed that issue, so I checked the config and it looks like it is the outdated config (that only fixes some stuff). I *think* the one I posted on the wiki is the correct one, but I haven't tested that game for a while. I'll post it here though:

Thank you for the notice. I have updated it on github and updated the full database.
The installers of webMAN MOD include this update too.

BTW The PS2 CONFIG Database search tool was updated with new filters and a link to this forum.

Disables shadow rendering and ghosting/blur effect. The ghosting, which is a built-in effect when frames drop (made to blur dropped frames together on real ps2 hardware?), is disabled entirely. Ghosting made it unplayable for me. If you can tolerate occasional frame drops (game speed unaffected), then it is very much playable now.

Still researching this in hopes to improve frame drops...

Playing as Voldo seems to yield a locked 60fps. However, playing as Xianghua, or another female character, tends to drop frames. Anyways, it is still much improved, even from the last config. If physics can be disabled, there will definitely be a locked 60fps. Still researching...

Tenchu: Wrath of Heaven, enabling "NO-IPU Agressive" option in emu debug mode greatly improves framerate and seems very playable, also tested the first Rikimaru mission and it worked no crashes, maybe it's cause I also had L2H and Hang options enabled in debug, not sure. Will also try the NO-IPU Custom option to see If it's possible to reduce any remaining slowdowns.

Nice find! Unfortunately the vsync delay actually slows down the game in order for it to run better, especially in the aggressive preset. SoulCalibur II can run a little smoother with it set to anytime aggressive, yet the slowdown in gameplay especially as a fighting game just isn't a good solution. That seems to be the case for most other games I tested with that option (eliminating flickering at cost of framerate), but for some reason it's the opposite with Tenchu.

I haven't tested it for long but I guarantee there is a major difference in framerate when you enable the option, I tried a bit of the first area with Ayame, without the option enabled it's a slideshow, when you enable it it plays very smooth, only noticed some minute slowdows when engaging an enemy but nothing game breaking.

I searched the board and found this "I was wondering if there is a way to make Rikimaru's story work in Tenchu: Wrath of Heaven, which crashes during the first cut-scene"

Didn't crash for me when I selected Rikimaru first mission but I skipped the cutscene, I'll report back after more testing.
 
After further testing of Tenchu WoH it seems the NO-IPU aggressive option does keep the game from achieving max FPS but dramatically improves the portions that used to have major slowdowns.
Anyway seemed very playable to me, I watched the cutscenes and almost completed Rikimaru first mission If I didn't die in the boss fight, some minute slowdowns here and there but nothing that bothered me that much and no crashes.

EDIT: Also looking at the game on an actual PS2 it seems it doesn't play perfectly either you can see it around 7:40

@TonyClifton some games sync in little bit different way. When you select NO-IPU, then cutscenes can be unaffected if they are based on image processing unit. So you can check that setting "Anytime" helps more for them. This will change sync for both NO-IPU, and IPU images.

Also there is small trick that work for some games, not sure that Tenchu is one of them. You can set NO-IPU, or Anytime to custom, and use value (minus) -250000, iirc set negative values by pressing L1. That sync to previous frame, instead to new. Sometime you can get much better results that way.
