Fixes freezing FMVs due to falsely reported DMA crash, skips mipmapping generation, and improves frame rate. Additional COP2 rearranging and accuracy fixes for HBP. HBP still exhibits some minor SPS on occasion, such as the picture frames by the staircase, and general slowdown which is actually *dramatically* better than actual PS2 hardware. Seriously, this game has slowdown almost everywhere on PS2. Shoutout to @Agrippa for pinpointing the same mipmapping functions on the previous Harry Potter games.

Updated config that should help the frame rate a bit. Originally found by kozarovv a few years back, but I falsely reported it as not working (probably typed the address in wrong, lol). This should mimic Battlefront's configs now.

Fixes frame rate issues.
 
Port of NET config. Fixes softlock on loading screen before fights.
Can you take a look at the configuration there is already one in the aldo database of the street fighter alpha anthology SLUS version. I totally fixed the static screen, but the backgrounds were totally undistorted but it's 100 percent playable. but managing to fix this detail of the scenarios the game will be perfect to the eyes.

The NTSC config is universal and should work with both PAL releases. Untested, though.
 
I tested spartan total Warrior PAL ver, config works very good thanks for the working on this tittle :) and it's seems that in 50hz mode the slowdowns with many enemy on screen runs a little better i think? It's seems to me, on story cutscene they still slowdow and the voice goes too way ahead

Fixes glitches due to mipmapping and the massive flickering and slowdown issues by skipping some rendering. There is still some minor flickering if there are too many racers nearby. Game is fully playable now.

tekken 5 have heavy slowdowns on final boss.

can dbz bdk 3 frames drops be fixed?
There doesn't seem to be much slowdown on Tekken 5 as it seems more like frame dropping. I can't tell if it is actually slowing down. I haven't looked at the second game.
 
There is no slowdown on the final stage. If you're referring to the attack Jinpachi performs, it slows down your character and not the actual game. I only see frame drops and not actual slowdown.
 
@Rafaelrios Take a stopwatch and line it up along with the stage timer on the Jinpachi stage. There is no time dilation at all. Doing a repetitive motion such as jumping and kicking forward proves that the game speed is unaffected as there is no change in the animation or sound timing. I don't know how much better I can explain that the game speed is completely unaffected. I have no idea where you are getting 5fps from. The game seems to drop to 30fps when it cannot reach 60.

Fixes crash during opening cutscene due to how characters/weapon rendering data is transferred. All patchwork was done by kozarovv.

@aldostools These can replace all of the current configs in the database as they do not work anyways (copies of Summoner 1's config).

The config for clock tower 3 usa in the database is the internal config found in ps2_softemu. It basically calls the function 0x05, which according to psdevwiki: that command is not available for ps2_netemu.

If you use ps2_softemu or ps2_gxemu, the same config should work for PAL.
