PS2 controller hori manufacturer. Doesn't work on ps2, works on pc with adapter. When connected to ps2 i can enabled mode light.

Maybe try 'PS2 controller tester by jbit' tool on your PS2 to see if it sparks any clue.

Yes, i did that. Nothing. Other controllers works fine. But not this one. I have identical board controller that works ok. Faulty controller works only on windows with usb adapter, crazy.

This is indeed sounds crazy. I had Hori manufactured controller which came out of the box with the PS2 and it just suddenly decided to die on me nearly a decade ago. Still keeping it so one day I could replace its flex board with a new one. It's in mint condition cosmetically so I'd rather fix it someday

From my observation around the internet from other folks is that is mostly flex board that malfunction but your issue seem to be quite unique.
