DECR-1400a unknown overheating problem

Hello guys,
I recently got my hands on a DECR-1400a unit, sold as defective because it wouldn't even stay on for 5 minutes.

I opened it up repasted it, installed webman mod and I noticed a few things that I haven't encountered before.
On xmb the rsx idles at 35 degrees and the cell around 60.
The fan is spinning continously faster and won't react to changes in webman even though the cell temperature is dropping to around 55-57 degrees.
Webman also always displays the fan speed at 24% regardless of the noticable changes in speed.
After around 10 minutes the console will shutdown with three blinking lights even though the temperature never even got over 60 degrees at the cell.

The console has a runtime of 44d and around 400 power cycles of wich 77 have been improper shutdowns.
I already changed the psu to a different APS-231 as I read a post from @sandungas on another thread about improper shutdowns on lower temps as my console also blinked three times and shut down on me testing it today.

As I opened up this console I noticed that it has no nec tokins, maybe due to it being so late to the fat's lifecycle?
 
I dumped the syscon error log to usb and the last 20 shutdowns have all been due to error code 1001 wich point to the cell's nec/tantalums possibly.
