PS3 Do you need to glue the IHS back to the CPU?

Quick question about the PS3 CPUs and the RSX, after a delid, do you guys recommend to glue/put the IHS back on? Or just raw dog it without an IHS on both chips? I have the IHS installed on both of the chips on mine with just thermal paste on it, although my temps are garbage. I don't know if it's cause of my use of just generic cheap thermal paste or cause I didn't glue the IHS back on. My fan speed goes up to 53% and I get 70C on the CPU. I should also mention I have a CECHC04.

EDIT: Another thing I wanted to ask was, which thermal paste is the best? I'm heavily considering ordering a tube of Thermal Grizzly's Kryonaut, seen very good results from it.

I used Thermal Grizzly's Kryonaut, once (for laptop CPU and GPU). After nearly two years it become dry and fragile. Temperatures went up. Got better results with Arctic MX-4 (maintains same consistency for few years), But for smaller chip surface i prefer latest MX-6 (a little harder to apply because it is denser).
