Does using the inbuilt webmanmod updater update all the other packages too?

no, i do not think it will. the download is way too small to have all the others included.

The built-in updater updates:
- plugins (webftp_server.sprx + webftp_server_noncobra.sprx)
- language files
- Resource files (VSH menu, sLaunch Menu, wm_proxy, netiso.sprx, raw_iso.sprx, etc.)
- HTML files (dev_hdd0/xmlhost/game_plugin)

The following addons are updated too:
- PKGLAUNCH (eboot + other files)
- PS2CONFIG (excluding the ENC used by PS2 Classics)
- RELOADXMB (eboot)
- XMBMANPLS (webMAN menu xml)

Content that is *NOT* updated by the built-in updater:
- prepISO
- boot_mamba
- PS2CONFIG (ENC folder)
- PSP Launchers
- PS2 Classic Launcher
