Regarding SNES, it depends on the game. SNESticle has some downsides and the same goes to SNES Station. The best will be to test the game you want to play in both and stick to the one the works better for that specific game.

Regarding MegaDrive/Genesis, go with the PicoDrive port at RetroArch: http://buildbot.libretro.com/nightly/playstation/ps2/

Sadly, I can not help you with arcade emulators as I have not used any homebrew ones in the PS2.
The only arcade emulation I have ran in PS2 is the official one in the TMNT games. Many arcade games have been officially ported to PS2, often bundled with other games. Maybe try looking for them on official releases before trying them on homebrew emulators.

Now, for a final detail: OPL is a game and app launcher, but it does not "emulates" the games. Emulators can be launched from other apps like wLE, FMCB, etc and the result will be the same as in OPL, or better, in cases like POPS. Now, regarding the old emulators which needs to be burned in physical media, yes, OPL can help with that if you launch them from it as if they were PS2 game images. The late @UniqueUserName made several "OPL ports" of these old emulators, including a MAME port. You might want to take a look at them:

While OPL doesn't emulate games, saying "Emulators have nothing to do with OPL" is not exactly correct.
As I said before, some of the emulators he's asking about requires to be launched as PS2 games from OPL if the user's lens is dead or if he want to spare on burning media or prefer to do tests with OPL.
His English is broken, so, I guess that what he means with "what is latest and better emulators snes and megadrive and arcade for OPL?" is "Which are the latest and better SNES and MegaDrive and Arcade emulators to use with OPL?", which, again, is a very valid question, since some, like SNES Station v0.2.4S r160906 have issues when loaded from an ISO in USB and HDD. That specific version only loads properly from SMB when launched from inside an ISO. On the other hand, SNES Station 0.2.6c FIX Mod Pinguinoctis works perfectly in that case scenario. Oh, also, the old SNES Station versions which only supports cdfs: stopped reading the tree of files inside the ISO at some time between OPL 0.8 and 1.0, so, for that specific ones, it is better to use an old OPL. These cdfs:-only versions have better sound.
Not to mention:

SNESticle only reads the games from physical disc media, so you will need to make an ISO of it and use it as a PS2 game image. Launching it from the apps page will not work.

The latest one from the original dev(s) was SNES Station v0.2.4, but, afterwards, there were some mods of it which expanded functionality and support, like SNES Station v0.2.4S r160906, SNES Station 0.2.6c FIX Mod Pinguinoctis, SNES Station v0.2.4 HDD ffgMod 01 and many others.

None of them works with MX4SIO, but they do work with HDD (as in internal HDD in a FAT console). They also work with USB.
One advice: Do not use an external HDD in a PS2 unless you use a Y-cable to connect it, else, you will be providing low amperage which means you will be shortening the drive's lifespan by the minute.

The Pinguinoctis version supports per-game art, cheats, and, most importantly, runs the Megaman games.
 
I didn't know that using a HDD in the PS2's USB would shorten the life of the drive, but I always thought about which connection is stressful and generates less wear and tear on the PS2's electronics. other versions of snesstation (SnesStation) 0.2.4S 2016-09-06 do not support megaman 7, x, x2, x3

The USB in the PS2 provides low amperage, which means the drive must do an extra effort in order to spin. Imagine you climb a montain with no backpack. That's a USB port with a proper amperage. Now imagine you climb the same mountain with a backpack full of rocks. That's the PS2's USB port.

In the apps tab of the opl, is it better to insert separate emulators, for example snesstation, pico drive or retroarch system or multiloader system? Which one do you recommend?
I will keep the games on external media but I will keep the emulators in the apps tab
