Error code 80023017 when trying to make an account

Please help me Iv been struggling for days trying to fix this error code on top of this when I try and log in to an account which is saved on my ps3 I get another error code which is 80710016. It's driving me mad Iv bought a new CID, changed to NP tried to use my phone as a hotspot as I hear it could mean I am IP banned but still no luck. There must be some way I can resolve this. Am running on 4.78 DEX cobra 8.01. Please help me I really want to get back on GTA and do some modding :).
 
UPDATE.. got it work had to update firmeware and change CID but new has risen...

mic installed the new semjases but it works without ccapi and when I run it with it the screen goes black after the loadscreen of GTA. Now can I use my new CID and Psaid without using ccapi as without it I can't go online
 
idpset can permanently change both iirc. btw, there's no error code that I know of for a banned system or account. you'll just get an error message after step 1 of account creation if the system is banned.
 
Iv got that sorted now, had to update the firmware. Now the issue is can I use the New COnsole id and PS ID without CCAPI as I have to uninstall it when I use semjases mod menu for GTA, but that brings my default console ID's which is banned so am back to square one can't play online. I tried to use modman to change ID after uninstalling CCAPI but still getting an error code
