They just wanted to resell games on the PS Store for an additional profit. Physical media and peripheral support was planned for ps2_softemu, the precursor to netemu, but they changed their plans before softemu was in a usable condition and abandoned it for netemu.

To say it again a different way, ps2_netemu has support for ps2 emulation from the HDD. It does not have support for physical disk emulation. The built in emulator supports one but not the other.
I have a CECHA00 lying around, last time I tired mounting PS2 using WebMan I'm pretty sure it was using the hardware emulator.Models with PS2 chips/chip using different emulator by default. This one support only optical discs and Cobra do the job to mounting them from any media if I'm not mistaken. I have CECHL unfortunately so I dunno.

Actually I was asking myself as well why that toggle even exists.Yeah but why would you? It would turn your system into effectively a slim as it removes disc support and compatibility. And CECHA/B use hardware not emulation. CECHA/E used partial hardware and software but has less compatibility.

I have used it to try out a CONFIG file I made for a buddy of mine with a slim despite me having BC model systems. That option is how I did it. Not common place but it is there. I do know for the PS1 EMU there are a few games that will only run with only one or the other. Since they made it able to swap those the one for PS2 was added as well just because it may be useful to some.

It should be stated, especially for CECHC/E models, the custom netemu configs fix dozens of games that are incompatible with gxemu. As for CECHA/B models, the video output is a bit cleaner in netemu than with ps2_emu. Obviously there are no compatibility issues with CECHA/B, but the option is still there to switch over to software emulation because…why not? It's an insanely impressive and badass emulator and still kinda crazy that it exists in the first place.
For PS1, netemu fixes a ton of problems with the default ps1_emu. I have never had any sort of problems when launching my games with netemu. It does seems like ps1_emu might have a slight edge in performance and it does look cleaner (blockier), but I still prefer using netemu for every game. There is a toggle in WebMAN MOD that allows you to switch which emulator to use (emu or netemu).
