PS3 Fan Constantly Cycling Between Speeds

PS3 is a CECH-H01 fat model PS3 with EVILNAT 4.90 software loaded onto it. The hardware is all original, the console has never been opened (still has the warranty sticker intact).

Just sitting at the XMB the fan will cycle from 40% up to like 80-90% for no reason. The temperatures don't climb high at all, they stay in the 50 degree range.

When I try to enter the fan settings and manually set them to a lower value the fan will decrease for a second and immediately increase again.

Why could this be happening? It wasn't doing this on the official firmware.
