FTP PS3 ISSUE

Hello I'm new here and sorry if this is in the wrong place.

I have an issue with my PS3 for some reason I can't FTP with a PC nor my Android phone. I was able to do it easily a week ago but it always say that it's timeout. Filezilla on PC says "connection established waiting for welcome message" but always says timeout. FTPCafe for Android says connection timeout and abundance of other FTP clients says the same thing.

step 1: check your internet connection is working from both devices.
step 2: check that your phone and ps3 is on the same network
step 3: check that multiman or webman, or whatever you are using have it's ftp online
step 4: put the correct ip addres from your ps3 to your ftp client application

i suggest to use multiman or multiman with webman and from the client end filezilla client.
if you are using android phone, turn your mobile data off (connect wifi and ps3 to lan from same router)
