PS2 HDD issues on two separate motherboards

Hi everyone hope you're all well. Recently I purchased a Japanese white SCPH-55000 GT with the intention of loading an hdd to play my backed up discs. I've already done this with an older revision model that I gifted to my brother. The console came in great shape physically and reads all discs fine. Got fmcb installed no problem, plenty of spare memory cards. The trouble started when I tried loading wlaunchelf with the HDD.

When loading the HDD management tool it loads modules, the HDD will spin up, then it attempts to read the disk information. Afterwards quickly throwing a -19 error. At this point I began digging for my official Sony adapter with a sata mod, as I was using a gamestar adapter. Same issue. Seeing as I have a huge pile of unused HDDs I grabbed at least 5 different ones, some 3.5 some 2.5. All giving the same problem.

Between all of these attempts I have tried pre-formatting on pc for ps2, used Linux to clear partition tables for a fresh disk, tried a brand new 2.5 1tb Samsung SSD, and experimented with different versions of launchelf. I even purchased a rePS2 power supply and installed it. Nothing. Worked.

So. I saw a "fully working" motherboard for sale, same revision (26), taken from a SCPH-50001. I figured why not convert to an American console for ps1 disc compatibility and fix this issue too? The install went fine (damn those ribbon cables), but the -19 error still remains.

I have ordered a new RGEEK HDD adapter, along with a new fan as I mangled the plug on the original trying not to pull the connector off the original board. Even in this state I can power the console on and confirm it is working fine outside of the HDD problem.

I'll be able to test the new adapter in two days, but I'm already skeptical that it will resolve the issue. Has anyone else ever encountered this? Are there any possible solutions other than buying ANOTHER ps2 or motherboard?

UPDATE:
It was the HDD adapters. The Sony modded one AND gamestar. They've worked in the past so I have no idea how this happened but I'm relieved this means no messing with soldering or fuses. For now.
