
No, you need a CFW compatible PS3 and using REBUG REX to convert to DEX on retail PS3's or buy a DECH PS3.

Only if your PS3 can install CFW which is any PS3 with minimum factory fw version of 3.56 and below. which is basically CECHA - CECH2500 < certain models of 2500 are above 3.56 so are not CFW compatible.
CECH3000 - CECH4000 are non-CFW compatible PS3's and can only run HEN. IF you try to install CFW on a Non-CFW PS3 you WILL brick it.

if he's already on HEN, there's also an option on the hen settings called "Show minimum version" (or something like that) that will pop-up a message on the screen with the min ver for upgrade. (e.g. on the super-slim I use for development, it shows "4.60")

Then basically use it like you would have to install HFW from the XMB, put on USB formatted to FAT32 MBR in PS3/UPDATE/PS3UPDAT.PUP, then go to update in the systems setting and update via Storage Media and it will tell you what your PS3's min downgradable version is, you want it to say 3.56 or below, anything above 3.56 and it's a no go.
I may be wrong but I believe it is cech 2503 and lower that can do cfw.
