is there any way to install HFW without updating through storage media because when i do i get stuck into update loop with error 8002F1F9 somehow

You can put the update PUP on a CD with the same folder and filename structure.

But that won't skip the update loop until you fix your BT/WiFi module.

could you refer me to any resources to help me complete this procedure? and also, is updating the firmware via storage media a necessity for jailbreaking my ps3 or not

Google on how to fix/replace the BT module on a PS3, or take it to an electronics workshop that do this kind of jobs (it requires solder tools and knowledge on electronics). As I've said already, you won't skip the update loop until you fix it.

Yes, it's a requirement because the HFW has the browser vulnerability, OFW doesn't.
