PS2 How To Load Dual Game/ 2-game Disc via WinHIIP or hdl_dumb?

I'm having issues on how to do "title related", specifically with Metal Gear Solid (1), a PS1 game.
Any questions for me please ask I'll be quick to respond.

MGS is PSX game, not PS2 game. Games for PS2 in APA logic are put as partitions (in fs section, there is disc image injecting). Games for PSX are put on PFS partitions, so don't need any special tools for that (and instead to WinHIIP or hdldump alone, start using HDL Batch Installer ).

Alrighty then, I looked a bit into the forums and saw that to install PSX games and run them one needs to use POPSTARTER?
Am I following well through this or am I taking a wrong step to installing PSX games on my PS2 HDD?
