How would one active PS3 to acquire Idps and act.dat when servers eventually shutdown in the future?

So i have this question about how PS3 HEN only console would get Idps and act.dat when PSN would become impossible to sign-in? Is there any methods to acquire them?

IDPS is built into the console, no need for PSN to get that, act.dat can be created if required. Currently there is no software that can do this on HEN afaik, but it can be done so it's nothing to worry about.
