is it possible to use ccapi rtm tools on a fire tablet

If you can find an RTM tool developed for android, I'm fairly sure you can use it, I think. I'm pretty sure you need a server running on your computer for it to work, though. So in the end, you still need a PC. I'm not entirely sure if that is still a thing. Either way, the fire tablet runs android, so you should be able to just install an apk.

If you are using HEN, like your name suggests, I don't think CCAPI actually works with the HEN/HAN exploits.

Hope you're not using HEN

Because CCAPI can get you banned on any FW type

and using it on anything other than CFW is dangerous, could result in ban or console brick

You really should heed the warnings that Enstone has provided with their tool

Even still, CCAPI is intended for CFW and I wouldnt use it on any PS3 that wasnt running DEX

Ive even been banned for using RTM tools on DEX. But hey, its up to you to learn that hard lesson when CCAPI forewarns you and makes it pretty clear what kind of console/firmware its meant for.

People have been warned 1000 times not to use CCAPI on HEN.
