PS1 JP Rhythm games 'out of sync' with beat on my PS1!

I have physical copies of Bust a Groove/Move 2 (JP NTSCJ), playing on my PAL PSOne (Softmod) on my CRT, and the beat timing is way off what it should be, (I checked Youtube for how it should be), the beatswhere you're meant to press fall on totally different parts of the songs.

I've tried RGB and Composite, and my other PS consoles, same thing. Makes the game unplayable basically :(

Is it a region problem? I never heard of this issue. I never noticed any timing problems before with my NTSC games? But maybe there actually is but I didn't notice until I played these rhythm games? Does this mean all NTSC games are out of sync?

Something like this can happen from vsync or refresh rate issues. It can happen with newer TVs mostly, since they could have 144hz or so. But yeah, region could have something to do with it. Pal is 50hz normally while NTSC is 60.

im playing on a CRT , Sony Trinitron, shouldnt be any issues there.
 
PAL has 17% less frames per second... Why do you force them to PAL and not use NTSC?

It has NOTHING to do with the screen/TV either, but is solely related to screen-modes and how many games have timers based on vsync, or hblank.
