PS3 lag in emulated PS1 games

I'm currently playing Tactics Ogre which was originally a Super Nintendo game. I know this game well as I've gotten right near to the end of the game on the Super NES. Im playing the patched hack of the game on PS3 and there is a horrible lag during the battles where everything stops right before, during and after an attack or battle decision. Instead of battles being smooth and seamless it's all choppy and stuttery and it's way to hard to ignore. I'm used to it being smooth like the SNES version which has 0 lag.

I've changed so many settings to try to graphically cripple the system hoping to improve frame rates. I removed upscaling, PS1 smoothing, set RGB to limited, several other things and even changed my resolution to run at 720 instead of 1080p.This only managed to remove the lag in the video of the publisher logo at the start of the game. But it did nothing to change the choppy and stuttery battles. Does anyone have any experience emulating this game? Or playing it on PS1 even? Is this battle lag just how it was programmed?

In other games the lag hasn't been too bad, while still present I've been able to ignore it as it hasn't affected gameplay to the extent that it annoys me into doing something about it. However I haven't played very many PS1 and PS2 games on my PS3. Most of the lag occurs during movie cutscenes rather than gameplay.

Surely there is a solution though, right?

Otherwise a jailbroken PS3 is only good for playing PS3 games without the disc. And emulating much older systems such as Gameboy Color and Gameboy Advance through RetroArch. BTW I haven't been able toplay Jurassic Park Builder 3 on the Retroarch Gameboy Advance emulator without serious graphical glitches. I've tried several different ROMs of the game and the issue is the same.

Also I just started playing the English translation of Detective Conan via PS2 classics placeholder and the audio synchronisation during the movie Cutscene at the start is off by 5 seconds or more. Can someone else confirm if they have the same issue when emulating this game?
