PS3 Need help with savedata

Hi everyone. Yesterday I restore ps3 System to default settings, and now I have trouble to load save data. It's saying that data is from another user.
Can someone help please ?

your save-data was linked to a different account.

If account was activated, you need to activate it again with the same PSN account.

else, you'll need to resign all the saves with Apollo to re-link them to the new account/user.

Account was activated with apollo, so now when I try to activate with apollo again it says that its activated. And I try to reasign games with apollo. I try one by one, started with fifa 19 but it couldnt be resigned. When I hit reasign all save games it is working something but there is no positive result, I get same message again that save data belong to another user

I managed to resign all games that I have with apollo except fifa 19. Thank you
