This tool can convert PC DDS textures to work on the PS3 version of Oblivion. It can also create proper BSA archives. I would also recommend leaving compression off, as it lowers mod compatibility.

Also: The standard Oblivion can run more mods than the GoTY edition.

that is great work that you are doing! I recently started looking into the models to extract to convert for 3d printing.
