PS2 Official OPL Artwork issues

I downloaded Artwork for 337 games for OPL using OPL Manager 21.7. The OPL "simulator" registers the artwork just fine. However when I transfer everything to the +OPL/ART folder on my HDD. Only about half of the PS2 game artwork actually shows up, some games artwork are fine, other's have no artwork at all. But all the PS1 artwork does register. Please help. This is maddening. Using OPL 1.0.0 on an internal HDD.

Can you give a few examples of games that you have this problem?

I mean can you give me a game ID and its cover name,
e.g. Gran Turismo 4 (SCES_517.19) | SCES_517.19_COV.png.

For HDD all extensions (jpg, png) should be in lowercase.
COV should be in uppercase.

Valkyrie Profile 2: Silmeria
Tomb Raider: Legend
SoulCalibur III
Silent Hill: Shattered Memories
Shin Megami Tensei: Persona 3
Just to name a few. But it's weird. If a game has missing artwork, all of it is missing. If it displays it's art it displays all the art. What's weird is if OPL Simulator shows everything, hardware has issues.

Another game that doesn't have it's artwork displayed is .hack vol 1 Rebirth. and it follows the proper naming schemes. All art was downloaded using OPL Manager.

would that cause issues?
Yeah, PFS broke I guess, and the partition is corrupted.
What would be a better way of expanding it.
Backup your VMCs if you can. Delete the partition and recreate it. Restore your VMCs.
Though I'd recommend you reformat your HDD with wLE, create your +OPL partition right after formatting, then install your games. For sanity's sake and to avoid extra loading time.
