PS2 OPL SMB Popstarter Error

I recently set up my PS2 to run popstarter and am having trouble getting a particular game to run smoothly. Yu-Gi-Oh Forbidden Memories doesn't want to seem to run properly at all, as it will boot up but the screen then flickers like crazy.

I researched this problem and found that implementing these cheats would fix the issue.

Upon adding these cheats with OPL manager, loading Forbidden Memories gets popstarter stuck on a screen that says "validating..."

Other games still launch just fine, so I am unsure if I added the cheats incorrectly or if there's another issue at play.

Add cheats individually for each game.
They must be placed in the "CHEATS" file within the folder where the "VMC" files for the game are.

I have the cheat file in a folder named the same thing as my forbidden memories file. However I don't have any VMC files or anything in a VMC folder. I have the forbidden memories file formatted as a VCD file. That VCD and cheat file are in my POPS folder. Would that be causing an issue?
Also, as for the cheats txt file, does safemode need to be placed first?

When the emulator starts a game it automatically creates these files with its folder.

Not necessarily, but it does affect all games, so I recommend that you put the "cheats" individually so it will affect only the game and not all of them since not all of them require the same "cheats".

You should always carry it, but that doesn't mean you can't experiment and see how the game behaves.

I want to make sure I understand what you're saying. I need to move my cheat txt file for the game to wherever my VMC files are rather than keeping it in the POPS folder where all my VCDs are?

I don't know what the SMB procedure is like, but at least in USB that's how it's done.
