Try maybe swapping out BD drive from working console temporarily just for re installation of firmware?

First and foremost if yours is a fat ps4 theres a seperate daughterboard for the drive, id open it up and look at that and see if theres anything on it(like liquid residue, corrosion, etc), clean it carefully with a tooth brush and isopropyl(do not clean the laser itself!!). if you have a slim ps4 make sure the motherboard is clean if it isnt, clean it with iso, then let it dry, reassemble til you can start it and do so with any luck that may fix it or it may not but better than just having a paper weight you may as well attempt to do something with it.

i do believe the bd daughter board is paired to the mobo, so swapping it from another console wouldnt work, i got lucky with mine, laser was fried, i had a workig pin compatible laser array and swapped the whole carriage over and its worked since. but typically the issue your having is the bd daughterboard isnt working and not talking to the system so the ps4 wont work.
