PS3 "Please use system version 9.99 or higher"???

A friend of mine asked for help getting his PS3 (CECHE, BD stock but unknown if works, black screen w/ solid green LED on normal startup) working again, but there's an issue: the PS3 format option in the recovery menu asks for system 9.99, which doesn't exist.

OFW 4.86 is rejected with 8002F271. Apparently OtherOS was on it at some point but it's been years since it's been messed with so no one knows if that's what was last started or what system version it was.

Is this thing toast? I've seen threads saying to use Rogero 3.55 Downgrader, but I've recently heard it was replaced with the web exploits for a reason so idk if it's the right method anymore. How would I even approach this? Thanks in advance.
 
see if you can qa flag the system. 9.99 is downgrader firmware a lot of the time, which means you need to qa flag to install or downgrade freely.
