I couldn't find the source to build on mac, so I ended up reconstructing the source code by reversing some linux binaries I found.
Just sharing for future reference, in case someone needs the tools and is not using Windows.
Rebuilt source code for POPS2CUE v1.0 and CUE2POPS v2.3, can be found here:

- CUE2POPS: Converts cue/bin images into PS2 POPstarter .VCD format
- POPS2CUE: Converts POPstarter .VCD images back to cue/bin
