PS4 PPPWN Error

I have a PS4 Pro CUH-7015B with firmware 11.00
tried latest PPPWN tools for windows but i got same results
as shown on below screen shot. One more thing, i have other PS4 and already jailbroken with 11.00fw
meaning PS4 Pro CUH-7015B is one of the cursed Ps4..

I tried everything, did i miss something, i wonder my other PS4 is already jailbroken with the same tools
and this particular model (CUH-7015B) won't jailbreak.

already solved this, may i ask what version windows? is it windows 10 or 11?
