What I've done to source:

1. bulk rename utility rules set and processed 5,261 cover arts
2. photoshop rules set and blank space added to height for centered proper scaling
3. redketchup processed to 2x resolution of OPLM 2D cover arts (280x400) 8bit .png

Sorry, but that art package is very "wronged".
I will explain: The art doesn't match the region's ID. Most EU/JP/AS IDs has US art.
That is NOT good or proper by any means.

Yes, that is correct there are many renamed US art cases...

This was done by request for a PAL library of games, so it may not be for good or proper 100% but it was to them

Edit:
To avoid any overwriting of existing ART this resource is being redone for "cover three"
