The PSU tests fine on the bench, there are no shorts on the PSU 12v power prongs, im not sure where to go or check from here, any help would be appreciated

You will have to check all the v12 line components involved, as per stated on the wiki:

12v Power Failure
Usually this caused by a bad Power Supply Unit (PSU).
Alternatively, a failure on the 12v_main line can cause it. Check fuses, capacitors, resistors, and IC's on the 12v line. Measure resistance of the large 2 prong 12v connector on the motherboard. It should read in the Kilo ohms range if there is sufficient separation. Otherwise you may have a short somewhere on the line.

Hi,

Have you solved the issue?
I got CECHC03 with RSX 40nm, two errors 1001 from ERR 16 to ERR 19, ERR 00 to ERR 15 3001, resistance of the large 2 prong 12v connector on the motherboard about 5kohm.

Try also with second PSU, the same.
I think what I could its only replace nectockin on CELL to tantals
