but is 4.89.1 official? can I play online safely with HEN not activated?
The only truly safe way of playing on PSN is getting a second PS3 and not modding it. If you make sure not to play on PSN with HEN enabled (and you never screw up) it would be difficult for Sony to detect HEN, probably impossible from the server side, however I've heard about cases where the game itself actively scanned the files on the console and reported to PSN if it found any homebrew installed, leading to bans. I think it was GTA V but don't catch me here. Also there might be methods that we're not aware of.
It's not common but there have been cases of people getting banned even though they have disabled syscalls / not enabled HEN. If you want to be on the safe side just buy a cheap 2nd hand superslim and keep it on OFW.
I touched on this a bit here

Some of the first person shooter's that rely on personal servers have been known to have to better detection then Sony,
but what user's fail to tell the community many times in bans is accurate information. Alot of those first person shooter will detect a pirated game as a potential ban flag as well. Certain titles will make more effort then Sony themselves. With HEN if your activated when online, personally i think the risk as well, Your safer then any CFW user's in my view in that scenario
