PS3 instant shutdown (NOT YLOD)

Hey guys i am having this issue on my PS3
First lets get down to it i turned on my ps3 went to the xmb everything seemed fine

about 30 seconds after the ps3 booted it went blank so i checked my lights on my ps3 to see if ylod has happened (no lights)

so as a person i unplugged the ps3 and turned it back on as soon as i press the power button the ps3 just instantly shutdowns (1 beep)

things i did to diagnose the problem power supply i swapped it with the same part number and nothing i swapped the power port from ps3 nothing happen still the same i am going to leave a video for anyone who knows how to fix this problem.

the power supply is clicking when i press the power button so something from the plug to motherboard has blown or shorted out..

when i opened the ps3 there was some rust "normal" but only on the usb plate cover i also checked the motherboard everything seems fine but only thing i noticed was this black substance (could be flux from the factory) i will also provide a video.

i have looked around the internet to find nothing but power supply videos i also have found one where you insert a wire from the left to the right of the power plug on the motherboard but i need more infomation

That doesn't look black that looks burnt from heat... but could just be flux.

You changed the PSU, so its not that but sounds like bad power delivery or some other power issue. What model PS3 is this?
 
Its a simple and straightforward diagnosis, its easy to detect on the Phat, but difficult on the Slims, what you got there is known as Blackout, basically for the Phat Models, its a Ceramic Capacitor that has a short somewhere, so you'll need to grab a Multimeter and check for any Shorts, and replace them,they are tiny brown/grey like Capacitor, you have them near the CELL/RSX and a few on top, near the NEC/TOKINs, this is a pretty common issue on the L/K Models with the VER-001 Motherboards, CECHAs and above are also prone to this type of issues, although not manifested as frequent, sometimes it can be a short caused by the RSX itself, but I would start by checking into the ceramic ones first before banging the RSX.

Don't worry about the brown in the picture. Anyone who works on consoles will know that is normal flux from the manufacture process

You have a short somewhere. Check with a multimeter if there is continuity between 12v and ground. If so, something on the 12v rail is damaged. Next check your fuses and caps.

I wouldn't get your hopes up. Damage could be anywhere and finding it might not happen.
 
Are they supposed to beep both sides or one side only ?
These are what i am talking about, although it's a VER-001 Board, the Phats have the same type.

I have the same issue can someone please help me? It's the same motherboard, VER-001 I tested some capacitors on the motherboard and almost all of them are shorted :/
