I have a PSX DESR-7000 Firmware 1.31
I try to create directory in root directory using hddmanager
I press R1, choose the create option, give a name and choose the size of the directory, then click OK, but the directory is not created

In uLE, in HDD Manager there isn't any folders but partitions.
You will not make any new partition if You don't have free space left. Minimal size of partition is 128MiB.
But You shouldn't touch it, if You kill second partition index, You will kill all DVR features. uLE doesn't support any special devices from DESR models.
I guess that the game area is 2GB sized so the PS2 HDD is virtually full. Please verify this.
In this case, simply format the HDD via the system option of the XMB so it's repartitioned to 40GB. Doing this, you will lose every recorded media that's in the DVR area. But then you should be able to create your partition.
First of all I want to thank all the people in this community.
Eventually I managed to find the problem, the previous owner of my PSX must have done a lot of stupid things.
In one of the settings in XMB
"HDD area settings" the previous owner probably deleted the game area all I had to do was create a game area and after the creation of the game area I could create a new directory in the main directory
